The United Nations have declared water a human right. Thus, WASH has also been consolidated as part of the Sustainable Development Goals (SDGs) as in goal no. 6.1 which envisions universal and equitable access to safe and affordable drinking water for all and goal no 6.2 which is to ensure access to adequate and equitable sanitation and hygiene by 2030.
Similarly, the constitution of Nepal (2015) has defined water and sanitation a fundamental right of its citizens and consequently, WASH has been added to the government program. The WASH Sector Development Plan (2016-2030) has set clear milestones to be achieved with the provision of different levels of WASH services to the people.
Currently, there are three tiers of government in Nepal and the responsibility to ensure access to safe, sufficient, and reliable WASH facilities at the local level largely lies with the local governments, which are referred to as “Municipalities”.
To support the local authorities, Chay-Ya Nepal coordinated with key stakeholders and with the team of UNICEF to collect and prepare data to complete the process of developing WASH plans in 50 municipalities of Madhesh Province.
